Abstract
Federalism is enjoying a renewed interest by political observers and scholars which may lead to the most serious review of the federal concept since the Constitution was drafted. A sustainable federal system must be able to reproduce a certain social character that is reflected in the country's citizens. Federalism is an abstract concern for most Americans who are not concerned with which government branch has authority over certain issues. Today's citizens do not share the same dispositions of character and intellect as those who lived when the US system of federalism was developed.
