Whether proposed legislation, requiring better building codes, improved primary insurance, and reinsurance programs, will reduce the taxpayer burden for disasters; US. View that reducing the cost of locating in disaster-prone areas, through reasonable home insurance, will increase the number and value of buildings in such areas.
