A Policy Analysis report on how federal tuition aid which runs into the billions of dollars has had the unintended consequence of increasing college tuition. The author suggests the government phase out tuition assistance over a twelve year period and enact laws that encourage private funding of tuition as well as "human capital" tuition in which students pledge a portion of future earnings.
